越南和白俄罗斯为两国企业的发展和寻找新机遇创造便利条件

Vietnam News Agency Hanoi – On March 23, Vietnamese Minister of Industry and Trade Nguyen Hong Yan and Belarusian Deputy Prime Minister Anatoly Sivak jointly chaired the Vietnam-Belarus Intergovernmental Mixed Committee on Economy, Trade and Technology in an online manner. Fifteenth meeting.

At the meeting, the two sides briefed each other on the economic and social development of their respective countries, and jointly checked the cooperation content reached at the 14th meeting.

At the same time, the two sides discussed the direction of future cooperation, especially the measures to create convenient conditions for enterprises of the two countries to promote cooperation and find new cooperation opportunities on the basis of the existing cooperation mechanism.

In his opening speech at the meeting, Nguyen Hong Yan revealed that 2022 marks the 30th anniversary of the establishment of diplomatic relations between Vietnam and Belarus. In the course of 30 years, the traditional friendly and cooperative relations between the two countries have shown a good momentum of development in various fields.

It is worth noting that the economic, trade and scientific and technological cooperation between the two countries has achieved positive results and maintained a strong growth momentum, especially the free trade agreement between Vietnam and the Asia-Europe Economic Union of which Belarus is a member since October 2016. After it came into effect, it has made important contributions to the construction and development of their respective countries.

However, the potential and advantages of economic, trade, scientific and technological cooperation between the two countries have not been fully tapped.

Dang Hoang An, deputy minister of the Ministry of Industry and Trade of Vietnam and vice-chairman of the Vietnam branch of the Vietnam-Belarus Mixed Committee on Economy, Trade and Technology, revealed that despite the impact of the new crown pneumonia epidemic, the trade volume between the two sides in 2021 will still be close to 170 million US dollars, a year-on-year increase of 131.6%.

Among them, Vietnam’s exports to Belarus reached US$21.6 million, an increase of 338%, and its imports from Belarus exceeded US$147 million, an increase of 116.6%.

Since the FTA between Vietnam and the Asia-Europe Economic Union came into effect, the amount of bilateral trade has grown significantly.

In terms of investment, by the end of 2021, Belarus has invested in three projects in Vietnam, with an investment capital of US$32.25 million, ranking 67th among the 140 countries and regions investing in Vietnam.

In terms of industrial cooperation, Ogorodnikov Alexander, Deputy Minister of Industry of Belarus, made a speech at the meeting about the cooperation in the production and assembly of motorized vehicles in Vietnam, the Minsk dairy joint company in Hinggan A report on the construction of dairy plants in the province and the implementation of the heavy-duty truck cooperation project of Belaz Company in Belarus.

The delegates exchanged in-depth views and views on cooperation potential and solutions in the fields of industry, trade, agriculture, science and technology, culture, sports and training.

Anatoly Sivak emphasized that Vietnam has always been an important and reliable partner of Belarus in the region. The two parties will carry out cooperation projects in the fields of machinery manufacturing, food production, technology transfer, and drug supply, and more importantly, provide legal frameworks and mechanisms for increasing trade volume and accelerating the implementation of investment projects.

After the meeting, Nguyen Hong Dien and Anatoly Sivak signed the minutes of the 15th meeting of the Vietnam-Belarus Mixed Committee on Economic, Trade and Scientific and Technological Cooperation. (over)

与此同时，双方共同商讨了今后的合作方向，尤其是为两国企业在现有合作机制的基础上促进合作和寻找新的合作机遇等创造便利条件的措施。

阮鸿延在会上致开幕辞时透露，2022年是越南和白俄罗斯建交30周年。30年的历程中，两国之间的传统友好合作关系在各个领域上均呈现出良好的发展势头。

值得注意的是，两国经济、贸易和科学技术合作关系取得积极成果并保持强劲的增长势头，特别是越南和白俄罗斯作为成员之一的亚欧经济联盟之间的自贸协定自2016年10月生效之后，对各自国家建设和发展事业做出了重要贡献。

然而，两国经济、贸易和科学技术合作潜力和优势尚未得到充分挖掘。

越南工贸部副部长、越南与白俄罗斯政府间经贸与科技混合委员会越南分会副主席邓黄安透露，尽管受到新冠肺炎疫情的影响，2021年双方贸易金额仍接近1.7亿美元，同比增长了131.6%。

其中， 越南对白俄罗斯出口额达2160万美元，增长338%，从白俄罗斯进口额逾1.47亿美元，增长了116.6%。

越南与亚欧经济联盟自贸协定生效后，双边贸易金额已大幅增长。

在投资方面，截至2021年底，白俄罗斯对越投资项目共3个，投资资金达3225万美元，在对越投资的140个国家和地区中排名第67位。

在工业合作方面，白俄罗斯工业部副部长奥戈罗德尼科夫·亚历山大（Ogorodnikov Alexander）在会上作了有关在越南合作生产组装机动运输工具情况、明斯克（Minsk）乳品厂联营公司在兴安省开展的乳品厂建设情况、白俄罗斯Belaz公司重型卡车合作项目实施情况的报告。

参会代表在会上就工业、贸易、农业、科技、文化、体育和培训等领域合作潜力与解决方案深入交换意见和看法。

安纳托利·西瓦克强调，越南始终是白俄罗斯在地区的重要且可靠的合作伙伴。双方将为开展机械制造、食品生产、技术转让、药品供应等领域的合作项目，更重要的是为提高贸易金额和加快投资项目实施进度提供法律框架和机制。

会议结束后，阮鸿延和安纳托利·西瓦克签署了越南和白俄罗斯政府间经贸与科技合作混合委员会第十五次会议纪要。（完
